previous question, to postpone, to commit or to amend, which several motions shall have precedence in the order in which <br />they are named, and the first three shall be decided without debate. <br />(Prior Code, § 202.10) <br />§ 202.11 DIVISIONS OF QUESTION. <br /> Any question shall be divided at the request of any member when the same will admit thereof. <br />(Prior Code, § 202.11) <br />§ 202.12 VOTING. <br /> When a question is put by the chair, every member present shall vote unless for special reasons the Council shall excuse <br />him or her; but if interested he or she shall not vote. In doubtful cases the chair may direct or any member call for a division. <br />The yeas and nays shall be called upon a requisition of the chair or any member, in which case the names of the members <br />voting are required to be recorded in the minutes. <br />(Prior Code, § 202.12) <br />§ 202.13 ORDER OF CONSIDERATION. <br /> All questions shall be put in the order in which they are moved, except in case of privileged questions. <br />(Prior Code, § 202.13) <br />§ 202.14 FORM OF QUESTION. <br /> The previous question shall be put in these words: "Shall the main question now be put?" It shall be admitted on demand <br />of any two members and until decided shall preclude all amendments and debate of the main question. <br />(Prior Code, § 202.14) <br />§ 202.15 COMMITTEES. <br /> All committees, including standing committees, shall be appointed by the chair, unless expressly ordered by the Council. <br />(Prior Code, § 202.15) <br />§ 202.16 ORDINANCES. <br /> After an ordinance shall have passed, a complete and accurate copy as amended shall be made by the City Clerk and <br />shall be signed by the Mayor or in his or her absence by the Acting Mayor and deposited with the City Clerk, who shall <br />attest, seal, number, file and record or place the same permanently in the ordinance book. The affidavit of publication shall <br />be permanently inserted in the ordinance book after each ordinance. <br />(Prior Code, § 202.16) <br />§ 202.17 PETITIONS. <br /> Petitions and other papers addressed to the Council shall be read by the City Clerk upon presentation of the same to the <br />Council. <br />(Prior Code, § 202.17) <br />§ 202.18 OPEN MEETINGS. <br /> All sessions of the Council shall be public to the extent provided by law. <br />(Prior Code, § 202.18) <br />§ 202.19 PRESERVATION OF ORDER. <br /> The Chief of Police, or designeee, shall attend meetings of the Council when requested to do so by the Mayor and <br />preserve order in the room. <br />(Prior Code, § 202.19) <br />§ 202.20 AMENDMENT OF RULES. <br /> These rules, or any of them, may be temporarily suspended by consent of a majority of all Council members and shall not <br />be repealed, altered or amended, unless by concurrence of a majority of the whole Council, and upon notice given at some <br />preceding meeting. <br />(Prior Code, § 202.20) <br />§ 202.21 ROBERT'S RULES OF ORDER. <br />Page 123 of 228
