In all points not covered by these rules the Council shall be governed in its procedure by Robert's Rules of Order. <br />(Prior Code, § 202.21) <br />§ 202.22 PURPOSE. <br /> The foregoing rules are adopted to facilitate the transaction of Council business and functions. They should not be <br />permitted to defeat or hinder the plainly expressed intent and desire of the Council. Informal compliance and substantial <br />performance shall be sufficient under the foregoing rules in the absence of objection seasonably taken. Objection is hereby <br />declared not to have been seasonably taken as to procedural matters provided for herein if a Council member present at a <br />meeting fails to object during the meeting and requests compliance with these rules, and the objection shall not be <br />seasonably taken by an absent member later than the next regular meeting after the proceedings to which the objection is <br />made. <br />(Prior Code, § 202.22) <br />§ 202.23 RECORDING VOTES. <br /> The votes of the members on any question may be taken in any manner which signifies the intention of the individual <br />members, and the votes of each member on any action taken shall be recorded in the minutes. The vote of each member <br />shall be recorded on each appropriation of money, except for payments of judgments, claims and amounts fixed by statute. <br />(Prior Code, § 202.23) <br />§ 202.24 SCOPE. <br /> The provisions of §§ 202.01 through 202.24 shall apply to the City Council and, to the extent practicable, to all <br />commissions. As applied to commissions, references in this chapter to the Mayor shall be construed to refer to the <br />chairperson; references to Council members shall be construed to refer to the members; and references to the City Clerk <br />shall be construed to refer to the secretary. <br />(Prior Code, § 202.24) <br />Page 124 of 228
