Page 1 of 5 <br /> <br />LINO LAKES CITY COUNCIL <br />REGULAR MEETING <br />MINUTES <br /> <br />DATE: September 22, 2025 <br />TIME STARTED: 6:33 PM <br />TIME ENDED: 6:52 PM <br />LOCATION: City Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty, Councilmembers Cavegn, Lyden, Ruhland <br />and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Finance Director Tracy Thoma, <br />Community Development Director Mike Grochala, City Engineer Diane Hankee, Public Services <br />Director Rick DeGardner, Fire Chief Dan L’Allier and Chief of Police Curt Boehme. <br />The meeting was called to order by Mayor Rafferty at 6:33 PM. <br />Mayor Rafferty provided an overview of the Rules of Decorum. <br />PUBLIC COMMENT <br />Mayor Rafferty opened the public comment period. <br /> <br />Lajos Milto, 858 Lois Lane, Lino Lakes, reported that his neighbors tree was dropping branches <br />and material onto his property causing damage to his trailer and vehicles. He said that the City <br />Forrester had been out to inspect the tree but determined that it was not the issue. He disagreed <br />with this as the tree is causing damage on his side of the property line. He stated that he put a <br />snow fence for the leaves but now the City has said that the snow fence is not allowed. He stated <br />that the snow fence is needed because of the leaves. <br /> <br />Motion to Close the Public Comment Period at 6:36 p.m. <br /> <br />SETTING THE AGENDA <br />The agenda was adopted as presented. <br /> <br />SPECIAL PRESENTATIONS <br />None <br /> <br />RESULT: CARRIED [5-0] <br />MOVER: Lyden <br />SECONDER: Ruhland <br />AYES: Rafferty, Cavegn, Lyden, Ruhland and Stoesz <br />NAYS: None <br />Page 15 of 145
