Page 28 <br /> <br />Donated leave hours will be processed in the order of the date on the Leave Donation Program <br />Authorization Form in eight hour increments, starting with the recipient’s department. Unused <br />donated leave will be returned to the donor. If there are multiple donors, the excess leave will <br />be returned on a prorated basis according to the amounts donated. <br />Recipients will continue to accrue Sick Leave/ESST and Vacation or PTO/ESST during the period <br />of donated leave. The recipient’s accrued paid leave during the absence shall be utilized prior to <br />the donated leave. <br />E. Program Exceptions <br />Exceptions to these requirements may be approved by the City Administrator in rare <br />circumstances. The City Administrator shall have the right to deny or limit the donation of leave <br />or use of donated leave if it is determined to be in the best interests of the City of Lino Lakes. <br />F. Program Parameters <br />The City reserves the right to modify or discontinue this policy at any time, with or without <br />notice. No employee will be guaranteed access to donated leave and any employee may be <br />denied based on the administrative discretion of the City of Lino Lakes. <br />G. Confidentiality <br />All information provided in leave donation request applications, leave donation forms, <br />verification of medical conditions, and additional related information is confidential. <br />6.5 Workers' Compensation <br />The City provides a comprehensive workers' compensation insurance program in accordance <br />with Minnesota law. The City's policy regarding workers' compensation is as follows: <br />1. Workers' compensation benefits take effect after a waiting period of three calendar <br />days following an on the job injury. Any time lost within the first three calendar days <br />due to an injury will be paid through an employee's Sick Leave/ESST or PTO/ESST <br />accrual. If no leave is available, any lost time will be without pay. <br />2. If time away from work due to the job-related injury extends beyond three calendar <br />days, workers compensation pay will begin for those scheduled work days lost beginning <br />on day four. If time away from work extends ten calendar days, workers’ compensation <br />will pay the initial three-day waiting period. The City will reimburse the employee for <br />Sick Leave/ESST or PTO/ESST used during the initial waiting period. <br />3. All doctor appointments and long-term therapy appointments due to a work-related <br />injury will be treated as leave without pay, with workers’ compensation paid directly to <br />the employee. <br />4. The City will pay the difference between an employee's gross salary and any workers’ <br />compensation reimbursement for up to 90 days. This difference will be paid for <br />consecutive lost time for any time over the three-day waiting period. The City will not <br />pay the difference for doctor or therapy appointments. <br />Page 89 of 166
