Accessory Buildings Update — City Planner Larsen reviewed her staff report <br />20 containing information on the city's current ordinance, the history of the city's <br />21 ordinances /regulations, and regulations in other communities. She noted that the <br />22 Planning and Zoning Board has reviewed the city's regulations and has made <br />23 recommendations. They are recommending one change - to square footage of accessory <br />24 structures allowed on parcels less than five acres. <br />25 <br />26 Council Member Rafferty noted that this discussion arose about one situation and the <br />27 structure at question is large. He understands the value of the regulations and how they <br />28 have come to be but still has some concern. Planner Larsen responded that the question <br />29 can be applied, is this an issue or an instance? She added that the homeowners' <br />30 association in the area involved does have a covenant that can be pursued privately. A <br />31 council member noted that the primary concern in the case at hand is height and Ms. <br />32 Larsen pointed out that the setback of five feet has also raised concern. Mayor Reinert <br />33 noted that a neighborhood lot seems like a different situation than a five acre lot. When <br />34 Council Member Stoesz asked if a small storage shed (as one might purchase at the Home <br />35 Depot) would be included as an accessory building, staff said anything but a gazebo <br />36 would be included. <br />37 <br />38 The council discussed the current setback requirement of five feet, varying impacts with <br />39 different lot sizes and the zoning requirements treating many different situations the <br />40 same. The mayor suggested that more information is needed and the council should have <br />41 a conversation about "city sized lots ". Community Development Director Grochala <br />42 noted that he sees that running into the question of buildable vs. nonbuildable areas. The <br />43 mayor noted that, as well, the conversation will have to recognize the sometimes unique <br />44 character of this city that is somewhat rural and storage needs that goes with that. The <br />45 council concurred that the matter will continue to be discussed. <br />1 <br />
