Signage Requirements — Community Development Director Grochala recalled that <br />48 the council asked staff to review the city's sign regulations especially as they relate to <br />49 multiple temporary signs on a business property. Staff did bring some questions to the <br />50 Planning and Zoning Board with issues divided by temporary and permanent signs. He <br />51 reviewed the changes recommended by the Board. <br />52 <br />53 The council will consider the changes when staff returns with a draft ordinance in <br />54 January. The mayor commented that sign regulations seem to be an ever changing topic <br />55 and one that will no doubt continue to arise. <br />56 <br />57 9. Categraph — Operations Management System Proposal — Public Services Director <br />58 DeGardner reviewed his proposal to implement a new operations /work program called <br />59 Categraph. There have been issues with the city's current fleet management system and <br />60 he has worked to review and research a new system. The Categraph system could <br />61 actually be used beyond just fleet management, into areas such as street repair, water <br />62 system, wastewater system, parks, trails and facilities management. It would provide <br />63 asset management as well. The system would benefit citizens who could use their a <br />64 phone to report a public services issue, such as a pothole. <br />65 <br />66 A representative of the WSB Engineering was present to talk about Cartegraph and gave a <br />67 full review of the product including discussing how their "full loop" system would allow <br />68 residents to photograph, report and hear back on an issue. It would also allow the city to <br />69 track its assets. <br />70 <br />71 Council Member O'Donnell remarked that he wouldn't want to see the city inundated <br />72 with requests and not able to respond adequately. Mr. DeGardner responded that staff <br />73 will be on top of it. The mayor suggested that implementation in levels can assist with <br />74 that. When asked if the system is cloud based, the representative said yes. How long <br />75 has the system been around - over 15 years. <br />76 <br />77 Mr. DeGardner reviewed the proposed cost of implementing the Cartegraph system. Staff <br />78 is proposing a gradual implementation (stages 1, 2 and 3 were reviewed). The costs <br />79 would be spread among several budgets, some in the general fund and some in enterprise <br />80 funds. The system is licensed -based and staff proposes a minimum of licenses initially <br />81 and expansion as the program moves forward. <br />82 <br />83 Additional information was provided by the WSB representative: they support a number <br />84 of cities with Cartegraph and it allows them to track items like signs, permits, and <br />85 pavement management. It increases efficiencies and allows cities to track their assets <br />86 such as water and sewer lines. In one instance a city had a water main break and the <br />87 Cartegraph system allowed them to display quickly the maintenance history of that line. <br />88 It also assists cities in responding to mandated work. The system allows the breakdown <br />89 of costs to the point where a city can make better decisions with more information. <br />90 <br />2 <br />
