CITY COUNCIL <br />AGENDA ITEM 3B <br />STAFF ORIGINATOR: Jeff Karlson <br />MEETING DATE: November 25, 2013 <br />TOPIC: Amendment to Centennial Fire District JPA <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />The Council is being asked to consider approval of an amendment to the Centennial Fire <br />District Joint Powers Agreement. <br />BACKGROUND <br />On October 24, 2013, the CFD Steering Committee discussed Section 2.6 of the joint powers <br />agreement, which includes the voting requirements. Each city has two elected representatives <br />on the committee and each individual member is entitled to one vote. A motion was passed to <br />have each council come up with options for revising the voting method. <br />The committee agreed to reconvene on November 19 to consider other options. At that <br />meeting, the committee passed a motion to revise Section 2.6, by adding the following <br />language at the end of paragraph one: "However, passage of a motion shall require an <br />affirmative vote from one member of each member city." In effect, this language would allow <br />each member city to have veto power for any motion taken by the committee. <br />RECOMMENDATION <br />Approval of amendment to Section 2.6, with the additional language. <br />ATTACHMENTS <br />Revised Section 2.6 of the Joint Powers Agreement <br />Steering Committee Minutes of October 24, 2013 <br />
