Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: October 27, 2025 <br />TIME STARTED: 6:00 P.M. <br />TIME ENDED: 6:20 P.M. <br />LOCATION: Community Room <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Ruhland, Lyden, Cavegn and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Human <br />Resources and Communications Manager Meg Sawyer, Community Development Director Mike <br />Grochala, City Engineer Diane Hankee, Chief of Police Curt Boehme and Fire Chief Dan L'Allier. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 6:00 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />Mayor Rafferty requested that a review of the order of business for the regular meeting <br />be added to the agenda. <br />The Work Session agenda was adopted as amended. <br />3. Order of Business <br />Mayor Rafferty requested that the regular meeting agenda be amended to move Special <br />Presentations immediately following the Pledge of Allegiance. <br />Council Consensus <br />It was the consensus of the City Council to amend the October 27, 2025 Regular <br />Meeting agenda as requested. <br />4. Review Regular Agenda <br />The City Council reviewed the regular agenda. <br />The City Clerk presented draft Ordinance No. 19-25, Amending City Code Chapter 218, <br />Fee Schedule. <br />The City Council reviewed the filing fee amount. The City Clerk presented background <br />information on the filing fee and stated that further review by the City Attorney would <br />be recommended prior to making any final determination on the fee amount. The City <br />Council requested that the matter be reviewed by the City Attorney for future <br />discussion. <br />Page 1 of 2 <br />
