The Finance Director presented the requested information on the five-year utility rate <br />study projections as compared to actuals, as previously requested by Councilmember <br />Ruhland at the budget work session. She noted that consumption rates were the biggest <br />difference between the projected/actual numbers. <br />Councilmember Ruhland stated that he would review the report and provide any further <br />comments following that review. <br />The Human Resources and Communications Manager stated that the proposed <br />personnel policy amendment is related to the new Minnesota Paid Family and Medical <br />Leave law that will take effect January 1, 2026. <br />The Chief of Police reviewed the request to donate the bicycles that have been properly <br />processed and held and are now declared as unclaimed property to Bikes for Kids or a <br />similar charitable organization. <br />Councilmember Lyden stated that through the Bikes for Kids program the bicycles will <br />come full circle as that organization provides bikes to kids in the local area. <br />The Fire Chief reviewed draft Ordinance No. 18-25, Amending Chapter 1002.01 Fire <br />Code Adoption. <br />Councilmember Stoesz received confirmation that the amendment would not result in <br />any additional action or added costs to the department. <br />The City Engineer reviewed the proposed Special Assessments for the Hampton <br />Addition. <br />The City Engineer reviewed draft Resolution No. 25-151, Adopting Assessments, 2025 <br />Individual Properties. <br />The Community Development director reviewed the changes proposed as part of draft <br />Ordinance No. 17-25 Zoning Text Amendment Relating to Cannabis Microbusiness and <br />Mezzobusiness. <br />Adjournment <br />Mayor Rafferty adjourned the meeting at 6:20 p.m. <br />These minutes were approved at the regular Council Meeting on November 10, 2025. <br />Roberta Colotti, CIVIC Rob Raf erty, <br />City Clerk Mayor <br />Page 2 of 2 <br />
