COUNCIL MINUTES March 11, 2013 <br />APPROVED <br />91 <br />92 6B) Forest View Acres 2nd Addition, Resolution No. 13 -26, Approving Final Plat, Forest <br />93 View Acres 2nd Addition — Community Development Director Grochala explained that the <br />94 resolution would approve the final plat (the development agreement approval will be considered in <br />95 the future) for Forest View Acres (aka Rademacher development). The city attorney has approved <br />96 the plat and staff is recommending approval with one condition - that the development agreement <br />97 must also receive approval prior to release of the final and signed plat. <br />98 <br />99 Council Member O'Donnell moved to approve Resolution No. 13 -26 as presented. Council Member <br />100 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />101 <br />102 6C) Resolution No. 13 -28, Accepting Bids and Awarding Contract, Otter Lake Road <br />103 Extension Project — City Engineer Wedel reported that 11 bids were received and opened on <br />104 February 26. The low bid was received from a local company, Arndt Construction. That bid is below <br />105 the engineer's estimate. Council Member Roeser highlighted the savings to the project by receipt of a <br />106 bid well under the estimate. <br />107 <br />108 Council Member Roeser moved to approve Resolution No. 13 -28 as presented. Council Member <br />109 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />110 <br />111 6D) Resolution No. 13 -29, Authorizing Update of Pavement Management Plan — Community <br />112 Development Director Grochala explained that the city's Pavement Management Plan (PMP) was <br />113 prepared in 2004. Since that time staff has continued rating streets of the city so that element has <br />114 evolved — this request would recalibrate /optimize the plan and look at budgeting scenarios. There is a <br />115 budgeted amount each year for sealcoating and mill and overlay but reconstruction is not included. <br />116 This report will help the city decide on the best improvements for the money. Mayor Reinert added <br />117 that the life of a city roadway can be doubled with proper maintenance. Council Member Stoesz <br />118 remarked that trail maintenance isn't mentioned and he wonders if that will be included in the study? <br />119 Mr. Grochala responded that the Plan will not include trails but they are maintained by the city's <br />120 Parks Division. <br />121 <br />122 Council Member O'Donnell moved to approve Resolution No. 13 -29 as presented. Council Member <br />123 Roeser seconded the motion.
