7 <br /> <br />Shoreland District <br /> <br />The site is not located in the Shoreland District. <br /> <br />Floodplain <br /> <br />There is no FEMA floodplain on site. <br /> <br />Additional City and Government Agency Review Comments <br /> <br />• Anoka County Highway Department reviewed the commercial development and had no <br />further comments. <br /> <br />• The Fire Department provided the following comments: <br /> <br />1. An apparatus turning radius diagram for the parking lot shall be submitted. <br />2. There cannot be a fence or other obstruction between the hydrant at the corner of <br />Lake Dr. and Kelly St. and the building. We do not want to shut Kelly St. down if <br />there is an incident. <br /> <br />• The Police Department did not have any comments. <br /> <br />• The Environmental Board reviewed the development proposal at their September 24, <br />2025 meeting and recommended approval with minor revisions. <br /> <br />• The Planning & Zoning Board held a public hearing on October 8, 2025. There were no <br />public comments. The Board recommended approval with the conditions as noted in <br />the staff report and added the following: <br />• Define the dimmed light level <br />• Limit vehicle sales to passenger vehicles only <br />• Define maintenance free fence materials <br /> <br />Agreements <br /> <br />Stormwater Maintenance Agreement <br /> <br />The stormwater facilities will be privately maintained and a Declaration for Maintenance of <br />Stormwater Facilities will be required.
