Resolution No. 25-170, Approving Agreement to Maintain <br />Subsurface Structure <br /> <br />VOTE REQUIRED: Simple Majority <br />______________________________________________________________________________ <br /> <br />INTRODUCTION <br /> <br />Staff is requesting authorization to accept quotes, award the construction contract, and <br />approve Agreement to Maintain Subsurface Structure for the Andall Street Culvert Project. <br /> <br />BACKGROUND <br /> <br />The City’s annual Surface Water Management Program (SWMP) addresses areas in need of <br />maintenance, and conforms to the City’s Surface Water Pollution and Prevention Plan. For the <br />2025 SWMP the City will include the Andall Street Culvert Project, which includes replacing a <br />36” culvert and two catch basin structures along Rice Creek Watershed District (RCWD) Ditch <br />10-22-32, on Andall Street and cleaning out a skimmer structure on Blackbird Lane, see <br />enclosed map. <br />The culvert replacement project is permitted through RCWD, who is the ditch drainage <br />authority. The City is required to replace the culvert as the roadway authority. The culvert will <br />be installed per the As Constructed and Subsequent Improved Condition (ACSIC) identified by <br />RCWD. As a requirement of the watershed district an Agreement to Maintain Subsurface <br />Structure is required. The RCWD District Board of Managers conditionally approved permit no. <br />25-076 for the project subject to the execution a maintenance agreement between the City and <br />the Watershed District. <br />On November 17, 2025 City staff held a meeting with property owners along the ditch between <br />Main Street and Pine Street to provide an update on the proposed project. Staff received <br />several comments and concerns regarding drainage and the size and elevation of culverts along <br />Page 386 of 406
