COUNCIL MINUTES December 9, 2013 <br />DRAFT <br />3 <br />Mayor Reinert opened the public heari ng on the tax levy and budget. There being no one present 91 <br />wishing to speak, the public hearing was closed. The council considered the budget actions. 92 <br /> 93 <br />The mayor commented that the council has worked hard to keep the levy down and that is evident in 94 <br />the fact that it falls well beneath the state imposed levy limit. Council Member Rafferty thanked staff 95 <br />for their hard work to bring forward a good budget. 96 <br /> 97 <br />Council Member Roeser moved to approve Resolution No. 12 -130 as presented. Council Member 98 <br />Raffer ty seconded the motion. Motion carried on a unanimous voice vote. 99 <br /> 100 <br />Council Member Roeser moved to approve Resolution No. 12 -131 as presented. Council Member 101 <br />O’Donnell seconded the motion. Motion carried on a unanimous voice vote. 102 <br /> 103 <br />Council Member Roeser moved to approve Resolution No. 12 -132 as presented. Council Member 104 <br />Rafferty seconded the motion. Motion carried on a unanimous voice vote. 105 <br /> 106 <br />Council Member Rafferty moved to approve Resolution No. 12 -133 as presented. Council Member 107 <br />Stoesz seconded the motion. Motion carried on a unanimous voice vote. 108 <br /> 109 <br />2 B ) Resolution No. 13 -134 Amending the 2013 General Operating Budget - Mr. Rolek 110 <br />explained that the city’s budget does change during the course of the year, based on council decisions 111 <br />and other factors th at are noted in the staff report. The resolution before the council incorporates those 112 <br />changes into 2013 operating budget. 113 <br /> 114 <br />Council Member O’Donnell moved to approve Resolution No. 12 -134 as presented. Council 115 <br />Member Roeser seconded the motion. Motion ca rried on a unanimous voice vote. 116 <br /> 117 <br />2 C ) Resolution No. 13 -135 Committing Specific Revenue Sources in Special Revenue Funds – 118 <br />Finance Director Rolek stated that regulations require commitment of resources as revenue for certain 119 <br />specia l funds under GASBE 34 as accomplished by this resolution. 120 <br /> 121 <br />Council Member O’Donnell moved to approve Resolution No. 13 -135 as presented. Council 122 <br />Member Roeser seconded the motion. Motion carried on a unanimous voice vote. 123 <br /> 124 <br />ADMINISTRATION DEPARTMENT REPO RT 125 <br /> 126 <br />3A) 2014 City Fee Schedule 127 <br /> i. Second Reading and Adoption of Ordinance No. 12 -13 approving the 2014 City 128 <br />Fee Schedule 129 <br /> ii. Resolution No. 13 -139, Approving Summary Publication of Ordinance No. 12 -13 130 <br /> 131 <br />Finance Director Rolek reviewed the process used to review city fees each year. Recommendations 132 <br />for changes to the schedule are noted in red in the ordinance. He noted that the council approved 133 <br />first reading of this ordinance two weeks previous and staff is now recommending approval of second 134 <br />reading and adoption of the ordinance establishing city fees for 2014. 135
