COUNCIL MINUTES December 9, 2013 <br />DRAFT <br />4 <br /> 136 <br />Council Member Roeser noted that the council has discussed the section of the fee schedule that 137 <br />relates to fees for copies and intends to have further review of those fees. 138 <br /> 139 <br />Council Member Ra fferty moved to waive full reading of the ordinance. Council Member Roeser 140 <br />seconded the motion. Motion carried on a unanimous voice vote. 141 <br /> 142 <br />Council Member O’Donnell moved to approve 2 nd Reading and adoption of Ordinance No. 12 -13 as 143 <br />presented. Council Me mber Rafferty seconded the motion . Motion carried: Yeas, 5; Nays none. 144 <br /> 145 <br />Council Member Rafferty moved to approve Resolution No. 13 -139 as presented. Council Member 146 <br />Roeser seconded the motion. Motion carried on a unanimous voice vote. 147 <br /> 148 <br />3A) Approval of 2013 Labor Agreement with AFSCME, Local 2454 – Administr ator Karlson 149 <br />reviewed the terms of the proposed agreement. There are changes involving health insurance, 150 <br />personal time off (PTO) participation, wages, and the city’s HSA contribution. 151 <br /> 152 <br />Council Mem ber Roeser pointed out that it is unfair to employees that this process drags out 153 <br />seemingly every year. A process delayed by the union is also difficult for the cit y budget process and 154 <br />he hopes that the union will help to improve that process. 155 <br /> 156 <br />Council M ember Rafferty moved to approve the labor agreement as presented. Council Member 157 <br />Stoesz seconded the motion. Motion carried on a unanimous voice vote. 158 <br /> 159 <br />PUBLIC SAFETY DEPARTMENT REPORT 160 <br /> 161 <br />4A) Hiring of a Full -Time Police Officer (Jesse Clark) – Public Safe t y Director Swenson noted 162 <br />that one police officer resigned from the department in August 2013. He explained the hiring process 163 <br />that has occurred to fill the vacant position. Mr. Jesse Clark has been identified as the candidate 164 <br />recommended for the positi on. This staffing will not result in any budget increase. 165 <br /> 166 <br />Council Member Rafferty moved to approve the hiring of Jesse Clark as recommended. Council 167 <br />Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. 168 <br /> 169 <br />PUBLIC SERVICES DEPARTM ENT REPORT 170 <br /> 171 <br />5A) 2 nd Reading and Adoption of Ordinance No. 11 -13, Adjusting Water and Sewer Utility 172 <br />Rates – Finance Director Rolek explained that the ordinance will set utility rates for the next two 173 <br />years. The council has approved 1 st reading of the ordi nance after holding a public hearing. The last 174 <br />adjustment of water rates was in 2009 and for the sewer it was in 2001. The se rate change s come 175 <br />forward after a comprehensive study was completed by Springsted and reviewed by the council. The 176 <br />council full y analy zed and discussed the city’s rate structure including current and future needs of the 177 <br />utility systems. 178 <br /> 179
