COUNCIL MINUTES December 9, 2013 <br />DRAFT <br />5 <br />Council Member Roeser moved to waive full reading of the ordinance. Council Member O’Donnell 180 <br />seconded the motion. Motion carried on a unanimous voice vote. 181 <br /> 182 <br />Council Member Roeser moved to approve the 2 nd Reading and Adoption of Ordinance No. 11 -13 as 183 <br />presented. Council Member Rafferty seconded the motion. Motion carried: Yeas, 5; Nays none. 184 <br /> 185 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 186 <br /> 187 <br />6A) Alino A ddition 188 <br /> i. Resolution No. 13 -121, Approving a Final Plat 189 <br /> ii. Resolution No. 13 -122, Approving a Development Agreement 190 <br /> iii. Resolution No. 13 -123, Approving a Declaration of Access Control 191 <br /> 192 <br />City Planner Larsen reviewed the proposed addition on an overhea d , including elements of the final 193 <br />plat. The development agreement a nd access control declaration were also reviewed. She noted the 194 <br />receipt of park dedication fees that are included in the agreement. This project has been reviewed by 195 <br />the council seve ral times as well as the Planning & Zoning Board. 196 <br /> 197 <br />Council Member Rafferty moved to approve Resolution No. 13 -121, 13 -122 and 13 -123, as 198 <br />presented. Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. 199 <br /> 200 <br />6B) Resolution No. 1 3 -137, Site Performance Agreement with Northern Wholesale – City 201 <br />Engineer Wedel explained that this company has recently received administrative approval of an 202 <br />expansion plan adding 30,000 square feet. As part of that a site performance agreement is requ ired. 203 <br />The applicant has reviewed and approved of the terms of the agreement. 204 <br /> 205 <br />Council Member Roeser moved to approve Resolution No. 13 -137 as presented. Council Member 206 <br />O’Donnell seconded the motion. Motion carried on a unanimous voice vote. 207 <br /> 208 <br />6C) Resolut ion No. 13 -140, Settlement Agreement with Paul Miller and PKM of Anoka 209 <br />County regarding the I -35E/CSAH 14 Interchange Improvement Project – Community 210 <br />Development Director Grochala explained that this agreement was reviewe d with the council at a 211 <br />earlier clo sed meeting . The agreement relates to project assessments. 212 <br /> 213 <br />Council Member Rafferty moved to approve Resolution No. 13 -140 as presented. Council Member 214 <br />Stoesz seconded the motion.
