Lino Lakes City Council <br />Work Session <br />Minutes <br />DATE: November 24, 2025 <br />TIME STARTED: 5:37 P.M. <br />TIME ENDED: 6:26 P.M. <br />LOCATION: Council Chambers <br />MEMBERS PRESENT: Mayor Rafferty Councilmembers Ruhland, Lyden, Cavegn and Stoesz <br />MEMBERS ABSENT: None <br />Staff Members Present: City Administrator Karen Anderson, City Clerk Roberta Colotti, Finance <br />Director Tracy Thoma, Human Resources and Communications Manager Meg Sawyer, <br />Community Development Director Mike Grochala, City Engineer Diane Hankee, City Planner <br />Katie Larsen and Chief of Police Curt Boehme. <br />1. Call to Order and Roll Call <br />Mayor Rafferty called the meeting to order at 5:37 p.m. <br />2. Setting the Agenda: Addition or Deletion of Agenda Items <br />The City Clerk requested to add a review of the upcoming meeting calendar to the <br />agenda, after Item D. 2026 Final Proposed Budget. <br />The agenda was adopted as amended. <br />3. Lino Lakes Dealership and Offices (7920 Lake Drive) —Motor Vehicle Sales Lot <br />Conditional Use Permit <br />The City Planner presented an overview of the proposed multi -tenant office building <br />with auto sales offices to be located at 7920 Lake Drive. She reviewed the concerns with <br />the project expressed by the City Council at the last meeting, including concerns with <br />traffic. <br />The City Planner introduced the applicant Tyler Heubsch, to present his application in <br />greater detail and answer any questions of the City Council. <br />The City Planner presented projected traffic patterns from the proposed development. <br />The City Council discussed the proposed building uses, ownership structure, <br />maintenance, and traffic patterns as it related to the proposed development with the <br />applicant. <br />The Community Development Director summarized that the city has standards for all <br />developments, that because of the auto use, a condition use permit is required. That <br />conditions can be placed as part of the conditional use permit. That this item is being <br />Page 1 of 2 <br />
