The Anoka County Ditch 55 runs east and west through the larger wetlands. A 66 -foot <br />Pipeline Easement runs northwest through Phase No. 3. Refer to the exhibits in the <br />Appendix for the project area. <br />Soil borings were taken and the upland areas consist of a couple feet of Clayey Sand on <br />top with traces of roots and mostly silty sands. Below that is Sandy Lean Clay which is <br />firm to stiff with little gravel. The wetland areas have a couple of feet of Organic Clay with <br />Sand on top. The soils below the organic material is the generally the same as the upland <br />areas. <br />Main Street (CSAH 14) was reconstructed in 2005 by Anoka County. It consists of a <br />divided four -lane highway. A signalized intersection was installed with improvements to <br />allow for a future north extension of the Otter Lake roadway. Sanitary sewer and <br />watermain stubs were extended to allow for the future service area. A Metropolitan <br />Council's sanitary sewer interceptor was installed from the east along Main Street to the <br />intersection of Main Street and Elmcrest Avenue. This interceptor will provide sewer <br />service north of Main Street for the area between I -35E and Elmcrest Avenue. All storm <br />sewer facilities only address the Main Street project improvements. <br />III. PROPOSED IMPROVEMENTS <br />The proposed improvements for the project consist of installation of a new street, traffic <br />signal modifications, storm sewer and storm water treatment, sanitary sewer and <br />watermain construction. In addition, the proposed improvements will require that private <br />property be acquired for roadway right -of -way and a utility easement for future extensions. <br />Elmcrest Avenue at Main Street has been altered through the years. The Anoka County <br />CSAH 14 project installed a median limiting Elmcrest Avenue to a right -in /right -out. This is <br />consistent with the overall City and County transportation plans which have Otter Lake <br />Road as the new "A" Minor Arterial. Otter Lake Road will be the road connection from <br />Main Street north to 80th Street. Otter Lake Road will be constructed from the new <br />intersection at Main Street and connect into Elmcrest Avenue approximately one -mile north <br />of Main Street. This roadway will also provide the access points for the commercial <br />development in the area. <br />Page 4 <br />14817.004 <br />
