PHASE No.1: <br />A. STREET IMPROVEMENTS: <br />The proposed street will consist of five -lanes including turn lanes through the first <br />intersection, approximately 285 feet north. The road width will be 70 -feet with <br />concrete curb and gutter. A concrete median will be installed from Main Street to <br />the south side of the new intersection. The street section includes 11- inches of <br />bituminous pavement, 11- inches of Class 5 aggregate base, and 18- inches of <br />select granular borrow sub -base. The pavement design is consistent with the <br />design south of Main Street and review of the current soil borings which provides <br />for that commercial area. Soil borings showed the necessity to have an 18 -inch <br />sand layer under the pavement section. A 32 -foot Business street access will be <br />constructed both east and west to the right -of -way with the City Standard street <br />section. <br />B. TRAFFIC SIGNAL MODIFICATIONS: <br />The addition of Otter Lake Road as the fourth leg of Main Street and Otter Lake <br />Road intersection will require modifications of the existing traffic signal. All four <br />traffic poles are currently in place. Modifications include adding one mast arm, <br />signal heads for the new southbound traffic and including east/west turning <br />movements north, the addition of an emergency vehicle preemption (EVP), and <br />loop detectors. Minor work will include the installation of handholes, conduit, <br />cables and pavement markings. New pedestrian ramps will be necessary to meet <br />all PROWAG (Pedestrian Right Of Way Access Guidelines) requirements. <br />C. STORM SEWER AND STORM WATER TREATMENT IMPROVMENTS: <br />It is proposed to direct the water from the Main Street connection to the north end <br />of the road. The roadway runoff will be collected by installing catch basins at the <br />north end of the road and routing the storm water through a 15 -inch storm sewer <br />pipe. The pipe will discharge into a temporary pond constructed in the right -of -way. <br />This pond will be relocated with the future extension of the road. Initial coordination <br />with Rice Creek Watershed District (RCWD) has already taken place. A RCWD <br />Water/Wetland Project permit will be required which will address sequencing and <br />mitigation for all three Phases. <br />Page 5 <br />14817.004 <br />
