Legislative and public policy could also affect the length of the <br />waiting period. <br />• Road Reconstruction Fund <br />In the event that the recommended amendment is not approved, the City <br />Council may have to address the need to establish a reserve fund dedicated to <br />road reconstruction paid for by increasing property taxes. This is not the <br />preferred alternative as it is not the most cost - effective approach however it <br />might be necessary. Delaying a road reconstruction project is not a <br />responsible option as the problem only compounds so the Council must <br />exercise due diligence to avoid a crisis situation. <br />Final Comments <br />We appreciate the opportunity to review this issue and make comment. The overriding <br />message —it's time for a change. The amendment we propose is in the best interest of the <br />city. <br />13 <br />
