th <br />CSAH 54 (20 Ave N) is an A-Minor Arterial Reliever road. Sixty (60) feet of road right- <br />th <br />of-way is being dedicated along CSAH 54 and widens near Street A/20 Avenue <br />intersection as requested per Anoka County Highway Department. Internal streets <br />consist of local streets with 60ft wide road right-of-way and paved 32ft wide back to <br />back. Sidewalks are provided along the streets. <br />Peltier Lake Drive will be relocated to the east and serve as the north-south street <br />connection. The public right-of-way will remain and a trail installed to provide public <br />enjoyment of the lake amenity. Street G road right-of-way abuts the property to the <br />south for future extension. A temporary roadway easement 24ft wide will connect to <br />the existing Peltier Lake Drive. <br />Staff Comments: <br />1.A temporary roadway easement from Street G to existing Peltier Lake Drive shall <br />be recorded. <br />Streets and Alleys-Private Streets <br />Private streets are proposed for the townhomes. They are 26ft wide and an emergency <br />access to the trail is proposed to the north. City Code Section 1007.054 details private <br />street regulations. The regulations are met. <br />Per City Code Section 1007.052(6) Off-Street Parking: Townhouses and Manufactured <br />Home Parks require 2 rent-free spaces per unit. In projects involving 8 or more units, <br />guest parking at a rate of 1 space per 3 units shall be provided. <br />There are 136 townhome units which would require 45 parking spaces (136/3=45). Each <br />unit has 2 garage stalls and driveway space for parking. There are also an additional 46 <br />guest parking spaces provided throughout the townhome neighborhood. Parking <br />requirements are met. <br />Staff Comments: <br />1.The private street shall gain access from the public street and shall maintain the <br />street drainage with concrete curb and gutter per City Standard Specifications <br />for Construction. Private street access on urban and rural streets shall have at a <br />minimum a five-foot bituminous or concrete apron. The remainder of the private <br />street shall be designed, constructed and surfaced as approved by the City <br />Engineer. <br />2.A turn-around is required at the north end of the private street near Block 31. <br />th <br />3.The emergency access trail to CSAH 54 (20 Ave) shall be designed to handle <br />emergency vehicles. <br />13 <br /> <br />
