Main <br />comments include: <br />o Figure 1 shows incorrect site plan <br />o In Figures 4, 7, and 8: Trips are missing from the Watermark Way access. <br />Review Watermark Traffic Study and include all trips from the 2025 Build <br />th <br />scenario at the Watermark Way and 20 Avenue intersection. Revise analysis <br />based on updated trips. <br />o Add trips for the Peltier ghost plat to 2040 Build scenario <br />th <br />o Include existing (actual or estimated) and future projected ADT for 20Ave, <br />Watermark Way (west and east leg), Rehbein Street (west and east leg), and <br />Peltier Lake Drive. <br />o Adjust access trip distribution, 75%-85% of trips are likely to use Watermark <br />access based on site layout. <br />o Trip calculations do not match ITE rates <br />o Advancing and opposing volumes for right/left-turn lane analysis used incorrect <br />volumes (and a future 2040 analysis should be completed) <br />o 2026 and 2040 No-Build analysis is missing, this should be included to <br />compare with the Build analysis. <br />o Revise analysis based on updated AM/PM peak hour volumes <br />o Revise recommendation section if improvements are needed <br /> Hill (11/10/2025) Traffic study comments were addressed with the 8/20/25 updated traffic <br />report. The traffic report is being updated to the current unit count and will analyze a <br />standard turn lane intersection and a roundabout intersection with CR 54. The report will <br />be provided on or before 11/10/25. <br /> WSB (12/3/2025) The study was revised to incorporate previous comments. New <br />comments include: <br />o How was the existing ADT (310) on Watermark Way calculated? The 2026 No- <br />Build shows almost 400 trips just from the AM and PM peak hours <br />o Figure 3 is missing (duplicate Figure 4s are shown) <br />th <br />o Provide analysis tables for a roundabout (2026 and 2040) at 20 Ave & <br />Watermark Way. Confirm the roundabout improvement meets the City LOS <br />requirements, as the turn lanes and TWSC does not meet the LOS requirements. <br /> Temporary turnarounds are needed at the ends of Streets B and H <br />o Temporary turnarounds should include Type 3 barricades with future thru street <br />signs <br /> <br /> <br />Trails and sidewalks <br /> <br />Trails are proposed extending from Peltier Lake in the southwest corner to the northeast <br />corner of the development near the multifamily units as well as generally along the <br />existing trunk storm sewer line from CSAH 54 to the center of the development. <br /> <br />Sidewalks are shown along one side of almost all of the public streets on the preliminary <br />th <br /> Avenue <br />plat, except for Street A, which has sidewalks on both sides from CSAH 54/20 <br />west to Street B. With future review of the additional requested traffic information, <br />sidewalk may be required on both sides of a larger portion of Street A. <br /> <br />The abandoned segment of Peltier Lake Drive along the lake will need to be converted to <br />a City Trail. A City trail will need to be installed along the west side of CSAH 54 from <br />Rehbein Street to Watermark Way. Additional trail and sidewalk segments may need to <br />be included throughout the site at the direction of the City Planner. <br /> <br />Peltier Ponds Development - Engineering Review <br /> <br />
