• • • CITY COUNCIL WORK SESSION March 26, 2012 DRAFT 1 CITY OF LINO LAKES 7 MINUTES 3 4 DATE : March 26, 2012 5 TIME STARTED : 5:45 p.m. 6 TIME ENDED : 6:20 p.m. 7 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, 8 Rafferty, Roeser and Mayor Reinert 9 MEMBERS ABSENT : None 10 11 Staff members present: City Administrator Jeff Karlson; Community Development 12 Director Michael Grochala; City Attorney Jason Wedel; City Attorney Jay Squires; Public 13 Services Director Rick DeGardner; Public Safety Director John Swenson; City Clerk 14 Julie Bartell 15 16 Review Regular Agenda, March 26, 2012 Council Meeting 17 18 3A) Resolution No. 12 -32, Approving Extension of Vadnaid Lakes Area Water 19 Management Organization (VLAWMO) Joint Powers Agreement — Administrator 20 Karlson noted that the request before the council is quite perfunctory in that it simply 21 extends the city's existing agreement with VLAWMO to the year 2016. A council 22 member asked if the length of the extension is appropriate, what has been done since the 23 past extension and also are there any inferred cost liabilities that could impact the city? 24 A council member also asked whether the organization is in any way a deterrent to 25 development in the city? Mr. Karlson noted that the four year extension is being 26 requested of all member cities. The mayor called upon the city's representative to the 27 group, Council Member Rafferty, for an update on activities. Council Member Rafferty 28 noted that the organization represents a very small portion of Lino Lakes. He has seen 29 that they are quite normally attempting to fulfill their duties as a water management 30 organization as would be expected. The mayor noted that he has heard about the terms 31 of the contract in the past as he's served on the council for several extensions periods. If 32 the council wishes to have more of a drill down on the terms, it would be appropriate to 33 hold off on approving the contract and allow additional time for that review. The council 34 will get an update from the organization at the next regular work session. 35 36 4A) Public Hearing and Resolution 12 -28, Submitting an Outdoor Recreation 37 Grant Application to the Minnesota DNR — Public Services Director DeGardner noted 38 that the city is submitting a grant request for $125,000 to the DNR and as part of that a 39 public hearing to hear community comments on the application is required. He noted that 40 the recreation complex plans have been phased and this grant, if received, would support 41 phase one. He also noted that if this grant is received, it will be a great start; if it is not 42 received, the first phase would most likely not proceed without identification of another 43 funding source. The mayor noted that the city is committing funds and that should be a 44 positive in the grant determination process. Mr. DeGardner added that the application 45 process requires that on -going maintenance costs be reviewed at the public hearing. The P16
