A council <br />22 member asked if the length of the extension is appropriate, what has been done since the <br />23 past extension and also are there any inferred cost liabilities that could impact the city? <br />24 A council member also asked whether the organization is in any way a deterrent to <br />25 development in the city? Mr. Karlson noted that the four year extension is being <br />26 requested of all member cities. The mayor called upon the city's representative to the <br />27 group, Council Member Rafferty, for an update on activities. Council Member Rafferty <br />28 noted that the organization represents a very small portion of Lino Lakes. He has seen <br />29 that they are quite normally attempting to fulfill their duties as a water management <br />30 organization as would be expected. The mayor noted that he has heard about the terms <br />31 of the contract in the past as he's served on the council for several extensions periods. If <br />32 the council wishes to have more of a drill down on the terms, it would be appropriate to <br />33 hold off on approving the contract and allow additional time for that review. The council <br />34 will get an update from the organization at the next regular work session. <br />35 <br />36 4A) Public Hearing and Resolution 12 -28, Submitting an Outdoor Recreation <br />37 Grant Application to the Minnesota DNR — Public Services Director DeGardner noted <br />38 that the city is submitting a grant request for $125,000 to the DNR and as part of that a <br />39 public hearing to hear community comments on the application is required. He noted that <br />40 the recreation complex plans have been phased and this grant, if received, would support <br />41 phase one. He also noted that if this grant is received, it will be a great start; if it is not <br />42 received, the first phase would most likely not proceed without identification of another <br />43 funding source. The mayor noted that the city is committing funds and that should be a <br />44 positive in the grant determination process.
