WS — Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br />Date: May 7, 2012 <br />To: City Council <br />From: Jeff Karlson, City Administrator <br />Re: Revised Personnel Policy <br />Background <br />Attached is a draft of the revised City of Lino Lakes Personnel Policy. I would like to <br />discuss five policies in particular. <br />1. Page 12, Section 5.1 Health Care Benefits. The current policy reads: "Regular <br />full -time or part-time employees who can provide proof of insurance through an <br />immediate family member, or who are eligible for Medicare, may waive <br />insurance coverage and be eligible to receive a monthly cash payment equivalent <br />to the higher single rate of current health insurance offering, less deduction of <br />social security and Medicare." <br />The revised policy states that employees may waive coverage and receive "a <br />monthly cash payment, which is established by the City Council annually." <br />2. Page 25, Section 6.19 Personal Time Off (PTO) Leave. This proposal combines <br />vacation and sick leave into single pool of paid time off benefits. There are <br />several advantages to PTO policy, including: (1) employees can use their bank of <br />hours for whatever they like; (2) employees value the flexibility that PTO <br />provides; (3) PTO gives the employer more control over unscheduled absences; <br />(4) employees are less likely to call in unexpectedly. The PTO plan would be <br />optional for current employees, but the Council may want to consider whether the <br />PTO plan should be effective for all new hires. <br />3. Page 29, Section 7.1 Tuition Reimbursement. There is currently no annual cap <br />for tuition reimbursement. Does the Council wish to consider establishing a cap? <br />4. Page 31, Section 7.3 Cell Phones. This policy would provide a taxable monthly <br />stipend of $30 for employees who use their personal smart phone for City <br />business. This policy applies primarily to department directors. <br />5. Page 48, Section 8.11 Computer Use Policy. Currently an administrative policy, <br />this policy was added to the personnel policy with substantial revisions. <br />If you have any questions or comments about any other section of the personnel policy, <br />we can discuss those as well on Monday night. I am requesting that the City Council <br />consider adopting the revised personnel policy at the May 14, 2012 meeting. <br />
