It is <br />my understanding that the applicant intends to use the cartway to provide for public access to <br />his land east of the bridge. There is no control over how many people will be using this private <br />bridge and roadway and the quiet enjoyment of the property may be significantly changed after <br />the cartway is granted. Oak Brook residents report that this apphcant has previously opened his <br />land to public hunting. If that hunting use expanded, it would further diminish the value of the <br />adjoining homes. <br />In my opinion, a cartway easemen that would not be used to aflow for public hunting land on <br />adjoining and would create severance damages to the adjoining Oak Brook Homeowner's <br />Association properties approximatety 5%.
