P20 COUNCIL MINUTES July 23, 2012 DRAFT 91 92 Council Member Roeser moved to approve Resolution No. 12 -65 as presented. Council Member 93 Rafferty seconded the motion. Motion carried on a unanimous voice vote. 94 95 6C) Resolution No. 12 -75, Approving amendment to Joint Cooperative Agreement and 96 approving issuance by the North Metro Telecommunications System of certain refunding bonds 97 - Administrator Karlson explained that an amendment is requested to allow the refinancing of certain 98 bonds for North Metro's facilities; the refinancing would result in significant savings. As part of the 99 refinancing action, the lending institution has identified that all directors to the commission (including 100 alternates) should be elected officials. Currently Mr. Karlson is serving as alternative; Council 101 Member Stoesz serves as the appointee. 102 103 Council Member Rafferty moved to approve Resolution No. 12 -75 as presented. Motion carried on a unanimous voice vote. 105 106 6D) Appointment of Alternate Director to North Metro Telecommunications Commission 107 108 Mayor Reinert moved to approve the appointment of Rob Raffeity to the alternate position. Motion carried on a unanimous voice vote. 110 111 PUBLIC SAFETY DEPARTMENT REPORT 112 113 There was no report from the Public Safety Department. 114 115 PUBLIC SERVICES DEPARTMENT REPORT 116 117 There was no report from the Public Services Department. 118 119 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 120 121 6A) Resolution No. 12 -62, Approving Use of City Property for Blue Heron Days Events - 122 Economic Development Coordinator Div ne_explained that the Bhae Heron Days Committee has 123 requested use of Lino Park for festival events. Events included are Magic Bounce, Chamber of 124 Commerce Business Expo and Craft Fair, Chamber bingo, free yoga, Lions petting zoo, Centennial 125 Girl Scouts Kiddie Carnival and the family movie night. Staff is requesting that the council approve 126 the resolution that will allow use of city property for the festival. 127 128 Council Member O'Donnell moved to approve Resolution No. 12 -62 as presented. Council Member 129 Roeser seconded the motion. Motion carried on a unanimous voice vote. 130 131 6B) Resolution No. 12 -63, Providing Liability Insurance for certain Blue Heron Days events - 132 Economic Development Coordinator Divine explained that the city is regularly requested to extend its 133 insurance coverage to certain festival events. Staff and the League of Minnesota Cities have reviewed 134 the events and have determined it is appropriate for the city to assume liability for the noted events. 3
