P 2 2 COUNCIL MINUTES July 23, 2012 <br />DRAFT <br />180 6D) Industrial Zoning District Text Amendment, rd Reading of Ordinance No. 07 -12, <br />181 Amending Section 8 of the Zoning Ordinance — City Planner Bengtson explained that the <br />182 ordinance before the committee, that received first reading on July 9, 2012, will amend the industrial <br />183 zoning district language in the city Zoning Ordinance. The city engaged Landform as a consultant to <br />184 review the code language to ensure compliance with the 2030 Comprehensive Plan and to ensure <br />185 continued quality of development in industrial districts. <br />186 <br />187 Council Member Roeser moved to waive full reading of Ordinance No. 07 -12. Council Member <br />188 Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />189 <br />190 Council Member Roeser moved to approve 2 "d Reading and adoption of Ordinance No. 07 -12 as <br />191 presented. Council Member O'Donnell seconded the motion. Motion carried; Yeas; 5; Nays none. <br />192 <br />193 Resolution No. 12 -66 Authorizing summary publication of Ordinance No. 07 -12. <br />194 Council Member Roeser moved to approve Resolution No. 12 -66 as presented. Council Member <br />195 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br />196 <br />197 6E) Landscaping Standards Text Amendment, 2 "d Reading of Ordinance No. 08 -12, Amending <br />198 Section 3 of the Zoning Ordinance — City Planner Bengtson explained that the ordinance before the <br />199 committee, that received first reading on July 9, 2012, will amend the city's landscaping language in <br />200 the ordinance to reflect the 2030 Comprehensive Plan standards and ensure continued quality of <br />201 development. <br />202 <br />203 Council Member Roeser moved to waive full reading of Ordinance No. 08 -12. Council Member <br />204 O'Donnell seconded the motion. Motion carried on a unanimous voice vote. <br />205 <br />206 Council Member O'Donnell moved to approve 2nd Reading and adoption of Ordinance No. 08 -12 as <br />207 presented. Motion carried; Yeas; 5; Nays none. <br />208 <br />209 Resolution No. 12 -67, Authorizing summary publication of Ordinance No. 08 -12. <br />210 Council Member Roeser moved to approve Resolution No. 12 -67 as presented. Motion carried on a unanimous voice vote. <br />212 <br />213 6F) Intersection Signal Improvements (Birch St/Ware Rd and Main Street/Lake Drive) - <br />214 i. Consider Resolution No. 12 -70, Approving Plans & Specifications and Authorizing <br />215 Advertisement for Bids, Lake/Main & Birch/Ware Intersection Improvements <br />216 Community Development Director Grochala noted that the resolution would approve the plans for the <br />217 projects and allow staff to seek bids for the projects. Staff has been working with Anoka County on <br />218 the plans and designs (signals, roadways, medians, storm sewer and resurfacing). He reviewed the <br />219 schedule for the projects. He noted the city's share of the projects' cost is mainly to be funded <br />220 through general obligation bond issuance. <br />221 The mayor noted that the city heard concern about access from Hokah Drive and as a result the <br />222 concern has been addressed with a median change. <br />
