COUNCIL MINUTES <br />DRAFT <br />July 23, 2012 P 2 3 <br />223 Council Member O'Donnell moved to approve Resolution 12 -70 as presented. Council Member <br />.224 Roeser seconded the motion. Motion carried on a unanimous voice vote. <br />225 ii. Consider Resolution No. 12 -71, Establishing No Parking Restriction, Main Street (CSAH <br />226 14) <br />227 iii. Consider Resolution No. 12 -72, Establishing No Parking Restriction, Lake Drive (CSAH <br />228 23) <br />229 iv. Consider Resolution No. 12 -73, Establishing No Parking Restriction, Birch Street (CSAH <br />230 10) <br />231 Community Development Director Grochala noted that the three resolutions will provide for parking <br />232 restrictions that are required in accordance with Municipal State Aid rules. <br />233 Council Member Rafferty moved to approve Resolutions No. 12 -71, No. 12 -72 and No. 12 -73 as <br />234 presented. Council Member Stoesz seconded the motion. Motion carried on a unanimous voice vote. <br />235 v. Consider Resolution No. 12 -74, Approving Supplemental Authorization for Engineering <br />236 Services <br />237 Community Development Director Grochala explained that the resolution before the council would <br />238 authorize supplemental engineering services related to the projects. The firm of TKDA would provide <br />.239 services outside the scope of the original contract for the projects. Staff is working with Anoka <br />240 County and the city engineer to review the supplemental work and have noted in the report project <br />241 work that they would recommend payment for at this time. <br />242 Council Member Rafferty suggested that the matter requires further review and he recommends that <br />243 the action be referred to a work session for that review. <br />244 Community Development Director Grochala noted two items that have already been approved through <br />245 the joint powers agreement with Anoka County. He is recommending that the council could authorize <br />246 those payments that are straightforward. _He does understand the council's need for a review of <br />247 additional costs. <br />248 Mayor Reinert noted the city's tight budget and that added costs aren't necessarily what was approved <br />249 by the citizens. He'd like to have a drill down on the numbers before action. <br />250 Mayor Reinert moved to postpone the Resolution pending further review at a work session. Council <br />251 Member Rafferty seconded the motion.
