Update on Amendment to Centennial Fire District (CFD) Joint Powers 15 <br />Agreement (JPA)– Administrator Karlson explained that the CFD Steering Committee 16 <br />has been having discussions about the governance of the District. The steering grou p is 17 <br />made up of two representatives from each of the three member cities (Lino Lakes, 18 <br />Centerville and Circle Pines). A restructure idea was brought forward by Lino Lakes but 19 <br />was voted down by the two other cities. The group has now agreed to the concept of 20 <br />extending the time of discussion by 30 days to allow more time to consider a change. 21 <br />Each council must approve that action in the fo rm of an amendment to the JPA – an 22 <br />amendment that would allow more time to hamme r out an agreement . 23 <br /> 24 <br />Mayor Reinert comme nted that things seem to be moving in a positive direction with 25 <br />participation of all cities in the discussion. He is committed to having as many meetings 26 <br />as is necessary to review the matter. 27 <br /> 28 <br />Council Member Rafferty noted that although he is not a memb er of the steering 29 <br />committee, he has attended recent meetings of the group. He could see that there was 30 <br />some misunderstanding or perhaps questions about the change to the JPA proposed by 31 <br />Lino Lakes. More time is appropriate. He also noted that City staf f has done a great job 32 <br />cutting costs and reducing the city’s budget but yet the Fire Department budget isn’t 33 <br />handled through the same process. 34 <br /> 35 <br />Council Member Roeser spoke to the propos ed amendment that would grant veto power 36 <br />and noted that the powers prop osed would be granted to all three cities. He is aware that 37 <br />there are issues ahead for the Fire District and it is important to have the governance of 38 <br />the district on good ground with a good process to get through those issu es. Mayor 39 <br />Reinert agreed, not ing that it is sensible to have the discussion about a governance change 40 <br />now because it will be inevitable down the line. There must be discussions about the 41 <br />elements of the Fire Department’s budget, understanding that individual city councils do 42 <br />not have line item control over that budget. 43 <br /> 44
