CITY COUNCIL WORK SESSION December 19, 2013 <br />DRAFT <br /> 2 <br />Council Member Elect William Kusterman asked if that budget authority should be a part 45 <br />of the discussion, depending on what happens in the 30 day extension period; should 46 <br />there be a “Plan B”? Mayor Reinert suggested t hat, when it comes to public safety 47 <br />services such as fire, caution is absolutely warranted. Mayor Reinert replied that with 48 <br />discussion still underway between the member cities, he is confident there will be an 49 <br />agreement. Council Member Roeser added that the Fire Department is an important 50 <br />resource and it is vital that it be used well. 51 <br /> 52 <br />Administrator Karlson pointed out that the Fire Department will be part of the new joint 53 <br />law enforcement data system and that system will provide them with more information to 54 <br />guide response. 55 <br /> 56 <br />Brad Racutt , Lino Lakes resident and Centennial Fire District employee, told the council 57 <br />that the Centennial Fire District is a good value – the cost of the services provided are the 58 <br />lowest in Anoka County. Mayor Reinert noted that th e serv ices are not an issue – it is 59 <br />governance of the district at issue only. When Mr. Racutt was asked how he feels about 60 <br />the proposed governance change, he suggested that he personally doesn’t have a problem 61 <br />with it but he sees how the other member citi es may view it and as they have said, “don’t 62 <br />make changes if it is working well”. Mr. Racutt said his concern is really about the idea 63 <br />of Lino Lakes pulling out of the district. Mayor Reinert noted the growth of the Fire 64 <br />District administration and that more growth is being looked at; he sees costs rising 65 <br />through staff increases and other changes proposed. The mayor added that the concept of 66 <br />pulling away from the district is one that would occur over a two year planned period. He 67 <br />appreciates that the ch ief took the time to point out the good work of the firefighters. 68 <br /> 69 <br />The amendment will be considered at the regular council meeting following the work 70 <br />session this evening. 71 <br /> 72 <br /> Review Regular Council Agenda of December 19, 2013 – 73 <br /> 74 <br />Administrator Karlson exp lained Consent Item 1E, Termination of Part -Time Building 75 <br />Inspector Position . Staff has been discussing this change in personnel for some time. It 76 <br />makes sense since building activity is up and down and the joint powers agreement with 77 <br />the City of Hugo an d Centerville allows the city to make use of their assistance when 78 <br />activity is up.
