Studenski, City Engineer <br />COUNCIL MEETING DATE: January 10, 2005 <br />TOPIC: Resolution No. 04 -199, Authorizing Soil Borings for the construction <br />of Well No. 5. <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />In accordance with the Water System Comprehensive Plan, construction of Well <br />No. 5 identified Birch Park as a proposed location. The proposed site at Outlot F <br />in the D. Erickson 2nd Addition (across from the park) doesn't meet the <br />Minnesota Department of Health requirement that the City own the land within <br />50' of the well. The adjacent property owner to the south is unwilling at this time <br />to sell any property to the City. The City still wants to pursue this location as a <br />future well location. <br />City staff has reviewed the Birch Park area and did not find a location that would <br />not impact the aesthetics or function of the park. City staff did identify an <br />alternative location at Captain's Place within the Lakes Addition area. <br />Following City Council direction, City staff has performed additional review for <br />possible Well No. 5 sites. The only City owned property in the area is Birch Park <br />and Captain's Place. Any other possible locations would have to be acquired <br />which would push back the timeframe of the well and add additional costs. <br />Therefore, it is staff's recommendation to use the Captain's Place site. A <br />location map is attached and the front of the building is marked at the site. This <br />site has been reviewed with the Health Department and found to be suitable <br />while meeting flood plain and utility setback requirements. Also, a raw water fine <br />already exists in Black Duck Drive for future treatment of the City's system. <br />Locating Well No. 5 would minimize costs associated with any future treatment <br />of the water system. <br />No additional traffic activity would occur on Black Duck Drive because Well No. 1 <br />located the r r+:s.. staff would be ��_ to both wells at the <br />is located on U Ie same road. The City's existing wells are located in residential neighborhoods. <br />Any new well can be constructed to simulate a residential home and /or garage. <br />The noise levels associated with the wells are extremely low. A person would <br />have to stand close to the building to hear any noise. <br />The recommended size of the building in this location is 20 feet by 22 feet <br />without providing any additional storage area. This would allow the chemical <br />treatment to take place at Well No. 5. If the chemical treatment doesn't occur at <br />the site, then additional water main would have to be extended from Black Duck <br />Drive to Well No. 3 and Well No. 3 would require building improvements with <br />structural expansion. <br />_81_ <br />
