CITY COUNCIL WORK SESSION JANUARY 5, 2005 <br />APPROVED <br />1 City Engineer Studenski indicated no additional traffic activity would occur on Black <br />2 Duck Drive because Well No. 1 is located on the same road. City staff would be able to <br />3 service both wells at the same time. The City's existing wells are located in residential <br />4 neighborhoods. Any new well can be constructed to simulate a residential home and /or <br />5 garage. The noise levels associated with the wells are extremely low. A person would <br />6 have to stand close to the building to hear any noise. <br />7 <br />8 City Engineer Studenski advised the recommended size of the building in this location is <br />9 20 feet by 22 feet without providing any additional storage area. This would allow the <br />10 chemical treatment to take place at Well No. 5. If the chemical treatment doesn't occur <br />11 at the site, then additional water main would have to be extended from Black Duck Drive <br />12 to Well No. 3 and Well No. 3 would require building improvements with structural <br />13 expansion. <br />14 <br />15 City Engineer Studenski stated staff is recommending that the soil borings that are <br />16 typically done during the pumphouse design phase be performed at this time due to the <br />17 proximity of the site to the flood plain. Staff is recommending Council authorize the soil <br />18 borings in the amount of $5,000.00 for the construction of Well No. 5. <br />19 <br />20 This item will appear on the regular Council agenda Monday, January 10, 2005, 6:30 <br />21 p.m. <br />22 <br />23 REVIEW CITY CODE, ANN BLAIR <br />24 <br />25 City Clerk Blair advised the Council previously received Sections 600 through 900 of the <br />26 City Code. She explained why certain sections of the Code are reserved, specifically in <br />27 relation to Section 609 and Section 613. <br />28 <br />29 Community Development Director Grochala indicated there are three sections within the <br />30 Code that relate to animals that include domestic and farm animals. Those three sections <br />31 will be combined and staff is still working on those revisions. <br />32 <br />33 City Clerk Blair reviewed that portion of the City Code noting the proposed changes. <br />34 She indicated the major change within Section 600 is the Tobacco Ordinance. Section <br />35 700 of the Code is fairly up -to -date because several revisions recently occurred. The <br />36 section regarding on -sale liquor licenses was removed because there is no longer state <br />37 restrictions on those. Section 800 relates to traffic parking restrictions that were added. <br />38 Section 807 will be amended to remove the term "all terrain vehicles ". Section 900 <br />39 includes the newly proposed multiple call nuisance fees. <br />40 <br />41 City Administrator Heitke advised the Council would review more sections of the City <br />42 Code at the next meeting. When all sections have been reviewed the Code will be placed <br />43 on a City Council agenda for approval. <br />44 <br />2 <br />
