• <br />• <br />WS -3 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Michael Grochala <br />Date: March 9, 2005 <br />Re: <br />Work Session Item 3 <br />CSAH 14 (Main St.) I -35W to I -35E <br />Memorandum Of Understanding (MOU) <br />BACKGROUND <br />As discussed at the February 23, 2005 City Council Work Session, Anoka County is <br />nearing completion of the preliminary plans for the improvement of County State Aid <br />Highway 14 (Main Street) from I -35W to I -35E. <br />Anoka County is requesting City approval of a Memorandum of Understanding (MOU) <br />prior to moving forward with final design. The purpose of the MOU is to reach general <br />agreement between the parties regarding the project parameters. A copy of the draft <br />MOU is attached for your review. Staff is anticipating City Council consideration of the <br />MOU in April following further review by staff , council and City Attorney. <br />The following is a summary of the MOU. The primary issue for council consideration is <br />the proposed design of the 21St Avenue intersection. <br />General. <br />The intent of the agreement is to establish a baseline of parameters prior to completing <br />the project final design. The MOU establishes the project scope, anticipated <br />improvements and responsibilities of the local jurisdictions (Anoka County, City of <br />Centerville, and Lino Lakes). Upon approval of the MOU, any substantial departures <br />from the accepted preliminary plan may necessitate changes in funding participation. <br />
