• <br />• <br />• <br />Intersection. <br />Improvements to the intersections of Woodland Drive and 21St Avenue are proposed with <br />the project. Woodland Avenue will retain full access. Both right and left turn lanes are <br />proposed at this intersection. <br />The 21St Avenue intersection straddles the corporate limits of Lino Lakes and Centerville. <br />The intersection is located approximately 750 feet from the existing I -35E ramps. The <br />design of the intersection is impacted by the future improvement of the CSAH 14/I -35E <br />interchange as well as future traffic projections. The conceptual interchange layout, <br />prepared by the Minnesota Department of Transportation (Mn/DOT), includes a loop in <br />the northwest quadrant of the interchange which places the existing southbound I -35E off <br />ramp approximately 500 feet from the 21St Avenue intersection. Because of the limited <br />intersection spacing and projected traffic volumes it is unlikely that a full access at 21St <br />Avenue can be maintained without greatly impacting future traffic operations. <br />Anoka County originally proposed a median across the 21St Avenue intersection which <br />would limit access on both sides of CSAH 14 to right -in, right out movements. Due to <br />concern from adjacent businesses the County is now proposing a 1/4 intersection that <br />would allow right -in, right -out and left-in turning movements. Mn/DOT is currently <br />reviewing the plans and has previously expressed concern of maintaining this design <br />when the new interchange is constructed. <br />The MOU identifies the possible need to modify the proposed intersection as part of the <br />interchange reconstruction. It also requests acknowledgement that the proposed left turn <br />movements at 21st Avenue may be closed for capacity and safety reasons in the future. <br />From staff's perspective, the issue over the intersection spacing is valid. Given the <br />potential for development north and south of CSAH 14, a full access at 21St Avenue, <br />could lead to operational problems along CSAH 14 in the future. The proposed 1/4 <br />intersection provides for the majority of turning movements and coupled with a "backage <br />road" between 20th Avenue and 21St Avenue would resolve many of the impacts to <br />existing businesses. However, construction of a backage road system would be a local <br />improvement and most likely constructed in conjunction with future development. <br />The City of Centerville has indicated its objection to the proposed 21st Avenue access <br />limitation. Anoka County has indicated their interest in preparing additional interchange <br />concepts to evaluate the impact to 21St Avenue. <br />Right -of -Way. <br />Anoka County will be responsible for acquiring all right -of -way and easements for the <br />project. The City is only responsible for acquisition relating to improvements outside of <br />the existing project limits. The City may need to acquire utility easements along 21st <br />Avenue, north of Main Street for water and sanitary sewer trunk mains. Any special <br />assessment searches required for the project will be performed at no cost to the county. <br />
