Bituminous Trail. <br />A bituminous trail is included as part of the project from I -35W to I -35E. The trail is <br />eligible for federal funds and all matching funds will be contributed by the City for those <br />portions within Lino Lakes. Funding for the City's portion of the trail will come from our <br />Municipal State Aid Street account. Staff will be discussing the cost share formula with <br />Anoka County related to the proposed trail underpass at the Rice Creek bridge. <br />Traffic Control. <br />CSAH 14 will be closed within the regional park and traffic detoured during construction <br />of the Rice Creek Bridge and areas requiring soil corrections. The closure will be limited <br />to the time necessary to make these improvements. <br />Driveways. <br />All existing driveways throughout the project area will be replaced in kind. Any upgrades <br />will be the responsibility of the City. (No upgrades are anticipated). <br />Landscaping /Streetscaping. <br />Any landscaping or streetscaping features must be designed in accordance with the Anoka <br />County Landscape /Streetscape guidelines. All design and construction costs will be the <br />responsibility of the City. Staff is not proposing any landscaping or streetscaping design <br />with this project. <br />Utilities. <br />The City is responsible for the cost and design of any proposed utility improvements. <br />Trunk sanitary sewer and water main currently exist under CSAH 14 at 21st Avenue. The <br />City will need to extend these northerly to a point outside the proposed improvements. <br />Permits. <br />The County is responsible for all permits necessary for the project. The city will be <br />responsible for permits outside the project scope i.e., utility extensions. <br />STAFF OPINION <br />Overall the MOU is consistent with anticipated impacts of the project. The only <br />significant issue is the design of the 21St Avenue intersection. CSAH 14 is a major east - <br />west corridor through Anoka County. Insuring an adequate transportation system through <br />the I -35E corridor is critical to promoting new economic development opportunities as <br />well as maintaining existing ones. <br />• The City has previously taken the lead in planning a transportation system that will <br />provide long term benefits.
