WS -5 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Dawn Bugge, Community Development Secretary <br />Date: March 21, 2005 <br />Re: Work Session Item 5 <br />City Code — Animal Regulations <br />BACKGROUND <br />At the request of City Hall Staff and the Lino Lakes Police Department, the city's current <br />animal ordinance has been revised to clarify regulations and combine varying chapters of <br />the city code to be unified into one chapter addressing animals. Currently, animal <br />regulations can be found in various chapters of the city code, making it difficult for staff <br />to address questions and maintain animal control. In an attempt to organize and unify the <br />existing chapters, an updated Chapter 503, to be called Animal Control Regulations, has <br />been drafted. <br />This updated Chapter of the City Code has combined information from the current <br />Chapters 502 (Dogs), 503 (Farm Animals), 506 (Non- Domesticated Animals) and 607 <br />(Kennels). Therefore, Chapters 502, 506 and 607 should be repealed per this change. <br />City Staff and Police Department Staff have worked together in an attempt to address all <br />aspects of concern for citizens and staff regarding animals through these updated <br />regulations. The final draft of Chapter 503 has been reviewed by the Chief of Police and <br />Police Department Personnel, and any changes per their request have been made. <br />Three major revisions have been incorporated into this new Chapter. The first is per the <br />request of the Police Department in order to improve animal control within the city. The <br />city's existing regulations allow for voice command to restrain an animal. This provision <br />will be removed with the new ordinance, as this allowance has been cause for a number <br />of animal control problems in the past. <br />1 <br />
