An animal that is off the property of the person owning, harboring or <br />keeping the animal and not under restraint. <br />AUTHORIZED CITY PERSONNEL. The chief of police, law enforcement personnel, <br />and others designated by law enforcement personnel to assist in the enforcement of this <br />chapter. <br />DOMESTIC ANIMAL.
