FINAL DRAFT Lino Lakes Animal Ordinance <br />contained within a principal structure throughout the entire year, provided that the <br />containment can be accomplished without special modification to the structure requiring <br />a building permit from the City. In addition, it includes rabbits normally sheltered <br />outside the home. <br />FARM ANIMAL. Means cattle, mules, sheep, goats, swine, ducks, geese, turkeys, <br />chickens, pigeons, guinea hens, bees, horses, rabbits, llamas, ostriches, emus, and other <br />animals typically maintained in a farm setting but not in an urban setting. <br />KENNEL, COMMERCIAL. Any structure or premises on which more than the allowed <br />number of dogs are kept for the business of boarding for a fee, for the business of <br />breeding for sale, or for some other profit - making purpose. <br />KENNEL, PRIVATE. Any structure or premises on which between 3 (three) and 4 <br />(four) dogs, over six months of age, are kept for private enjoyment and not for monetary <br />gain. <br />MALTREATED ANIMAL. An animal that has not been given adequate food, water, or <br />shelter as specified in §503.11 or that has been subjected to the conduct prohibited by <br />Minn. Stat. §343.21. <br />OWNER. A person owning, keeping, harboring or acting as custodian of an animal. All <br />adult occupants of the property where the animal resides or is kept is considered an <br />owner or owners. <br />PARCEL OF LAND. A contiguous tract or area of land established by plat, subdivision, <br />or as otherwise permitted by law, that has one legal description and parcel identification <br />number recorded with the Anoka County Property Records Department. Also referred to <br />as a "lot" or "lot of record." <br />PERSON. An individual, firm, partnership or corporation. <br />PREMISES. A building, structure, shelter or land where an animal is kept or confined. <br />POTENTIALLY DANGEROUS ANIMAL. An animal that: <br />a. when unprovoked, inflicted bites that broke the skin on a human or domestic <br />animal; <br />b. when unprovoked, chased or approached a person who was on public property in <br />an apparent attitude of attack indicated by such things as snarling and bared teeth; or <br />c. has a known propensity, tendency, or disposition to attack unprovoked, causing <br />injury or otherwise threatening the safety of humans or domestic animals. <br />Potentially dangerous animal does not include an animal taking action that was: <br />Amended 3/15/05 Page 2 of 15 <br />
