The City of Circle Pines has requested the approval of a JPA with contingencies due to <br />the uncertainty of the location of the sanitary sewer pipe at this time. Staff is presently <br />conferring with the City Attorney on this request in order to avoid any real or perceived <br />approval of and involvement with the improper placement of sanitary sewer pipes on <br />private property. Staff is also reluctant to recommend entering into a new JPA until there <br />is an agreed upon resolution to the violation of the Rice Lake Estates Park JPA. <br />Requested Council Direction: <br />Staff is seeking Council review and approval of: 1) correspondence (forthcoming) from <br />the City Attorney indicating conceptual agreement to a JPA to provide sanitary services <br />to the Pine Hollow residential development in Circle Pines, upon determination and <br />acceptance of the final sanitary sewer line location and proof of appropriate easements, <br />and 2) an acceptable remedy to the resolution for violation of the Rice Lake Estates Park <br />JPA. <br />Attachments: <br />1.
