• <br />• <br />WS -1 <br />WORK SESSION MEMORANDUM <br />To: City Council <br />From: Ann Blair, City Clerk <br />Date: April 20, 2005 <br />Re: Consider Request for Ordinance Change to allow for 2 a.m. <br />Closing time at On -Sale Liquor Establishments <br />At the August 5, 2003 Work Session, the City Council considered the issue of bar closing <br />hours. This was in response to the July 1, 2003 state legislature's change making it <br />possible for on -sale liquor establishments to stay open until 2 a.m., provided the City's <br />ordinance allows this. <br />Attached is a copy of my memorandum to the Council at that time, outlining the status of <br />surrounding communities. At that time, the cities surveyed were split on this issue. The <br />opinion of City Staff at that time was that there was no hurry to adopt a 2 a.m. policy, and <br />there was an interest in determining whether or not this created additional problems for <br />other communities. Council expressed a willingness to consider the matter further in the <br />future. <br />Also attached is a copy of that portion of the current City Code specifying the closing <br />hours. <br />Chad Wagner, of Miller's on Main, contacted me recently to request that the Council <br />consider an ordinance change to allow for the 2 a.m. closing, and stated other <br />establishments in the city support this request also. He stated he felt Lino Lakes <br />establishments were losing business due to the current restriction on hours. <br />Following this request, I received a copy of a letter dated April 12, 2005, requesting this <br />change from Chad Wagner of Miller's on Main, Tom Katt of Red Oak Steaks & Wine, <br />and Jeff Moore, of Trapper's Bar & Grill.
