• <br />• <br />• <br />I reviewed the "surrounding communities survey" conducted in 2003, and updated it. <br />Since 2003, neighboring communities have now predominantly chosen to allow for a 2 <br />a.m. closing time, as follows: <br />Spring Lake Park -- 2 a.m. <br />Mounds View -- 2 a.m. <br />Centerville -- 2 a.m. <br />Blaine — 2 a.m. <br />Hugo -- 2 a.m. <br />Forest Lake -- 1 a.m. <br />Lexington -- 2 a.m. <br />Circle Pines -- 2 a.m. (ordinance allows it; currently there are none that close at 2 a.m., <br />however) <br />White Bear Lake -- 2 a.m. <br />This seems an appropriate time for the Council to reconsider the matter, as the annual <br />licensing process is due to begin shortly. The Council has the authority to keep the <br />current hours as they are. <br />I spoke with Dave Pecchia, Public Safety Director, and he stated that due to the fact that <br />neighboring communities are now predominantly 2 a.m., this makes it less likely that bar <br />patrons would specifically target Lino Lakes at this point in time. <br />If the Council wishes to consider a 2 a.m. closing, a very minor change to the existing <br />ordinance would be required and this could be brought forth in time to accommodate the <br />annual licensing cycle. If the Council should desire to make an ordinance change, and <br />this occurred, establishments would then also complete the 2 a.m. application to allow for <br />a later closing.
