20 — 28 years first overlaying <br />25 — 35 years first sealcoating <br />30 — 42 years second sealcoating <br />35 — 49 years second overlay <br />40 — 56 years first sealcoating <br />47 - 65 years road reconstruction <br />The report recommends that $330,000 annually be used for sealcoating and overlaying, and <br />$1,176,000 annually be used for street reconstruction. The actual expenditures have been <br />adjusted to incorporate the specific road reconstructions based on the 2003 -2007 Capital <br />Improvements Program (Appendix C). <br />IV. PAVEMENT MANAGEMENT RECOMMENDATIONS <br />Using the computer analysis, many alternatives were run to determine the optimum actions to <br />extend the pavement life at the lowest overall cost. It was found that the key to achieving that <br />goal is doing the right action at the right time. This will require City initiated actions rather than <br />waiting for complaints or petitions. <br />It is recommended that the City institute a maintenance and reconstruction program in <br />accordance with the CarteGraph Criteria (Appendix D) in order to reverse the declining overall <br />condition of the City's roadway system and avoid the additional costs associated with the <br />reconstruction of streets allowed to reach a "poor" condition. It is recognized that the desire to <br />maintain a high overall condition must be balanced with the City's financial capabilities to fund <br />the maintenance and reconstruction program. <br />It is being recommended that it be the City's intent to maintain the cu rent roadway Overall <br />Condition Index rating of 73 as the long term average condition rating of its roadway system. In <br />order to maintain this "adequate" rating, it has been determined that the present level of <br />maintenance and reconstruction activities, and therefore funding, must be increased. <br />15 <br />-138- <br />
