APPENDIX D <br />Lino Lakes Pavement Management Report <br />November 16, 2004 <br />• CARTEGRAPH (PAVEMENTview PLUS) CRITERIA <br />The PAVEMENTview Plus software package, provided by CarteGraph, requires an <br />initial setup of variables to run a pavement analysis. These variables must be determined <br />by City staff to produce the most accurate projections possible for this analysis. <br />Listed below are the variables that have been set for the AC — Asphalt Concrete 10 -Year <br />Pavement Analysis: <br />• BUDGET — Inflation Rate of 4.5% Assumed For Any Surplus <br />o Major (Reconstruction): $1,176,000 for Year 1 with a 5% increase each <br />year thereafter. <br />o Minor (Overlay): $180,000 for Year 1 with a 5% increase each year <br />thereafter. <br />o Incidental ( Sealcoat): $150,000 for Year 1 with a 5% increase each year <br />thereafter. <br />• CONSTRUCTION COSTS — 3% Cost Factor Applied with 3% Inflation <br />o Reconstruction: $7.10 per square foot (Includes standard roadway with <br />curb and gutter.) <br />• Perfouu when OCI <= 40 <br />• Provides an Absolute 100 OCI increase to segment <br />o Overlay: $1.20 per square foot (Approximately 1.5" overlay) <br />• Crack filling included <br />• Patching included <br />• Pothole filling included <br />• Milling included <br />• Perform when 40 < OCI <= 66 <br />• Provides a 50% OCI increase to segment <br />o Sealcoat: $0.20 per square foot (Standard Surface Seal) <br />• Crack filling included <br />• Pothole filling included <br />• Perform when 66 < OCI <= 83 <br />• Provides a 20% OCI increase to segment <br />• PAVEMENT LIFE (See attached OCI Performance Curve) <br />• NETWORK PRIORITY RATING (NPR) <br />o Establishes overall priority of each segment considered for improvements <br />each year. <br />o Parameters <br />■ OCI <br />■ System Designation <br />• Functional Classification <br />• Detour Length <br />• ADT <br />11 Pavement Classification <br />
