T <br />Introduction 6 <br />2 Introduction <br />The City of Lino Lakes contains approximately 84 miles of local streets valued <br />in excess of $90 million. During 2004, the City hired TKDA to develop an <br />overall pavement management program to address the long -term needs of the <br />City relative to its local street system. The result of that study was a Pavement <br />Management Report ( "PMR ") which included an evaluation of the current <br />condition of the City's local streets and provided an estimate of the cost of <br />maintaining and reconstructing those streets to maximize the useful life of these <br />assets and to maintain an acceptable level of service. <br />Purpose The purpose of this Pavement Management Financing Report is to identify <br />available funding sources to implement the PMR, and to project the impact of <br />X these funding sources on the user fees and property tax rates over the next 10 <br />years. In addition, the study will assist the City in developing the associated <br />policies required to implement the PMR in a fair and equitable manner. Within <br />this purpose, a number of objectives have been established relative to the <br />funding of the PMR.
