This policy lays out the process <br />Recommended Changes and the basis for financing public improvements in the City. Our recommended <br />changes are provided in this section of our report. Each section to be changed <br />is shown with the recommended changes. <br />Springsted <br />Section 2 - EXISTING LAND USE (page 4) <br />The following public improvements may be financed by the City to serve <br />existing developed areas. The life cycle for improvements for <br />assessment purposes is: <br />• Trunk sanitary sewers — 30 years <br />• Lateral sanitary sewers — 30 years <br />• Storm sewers — 30 years <br />• Reconstructed streets — 65 years <br />• Sidewalks — 10 years <br />• Watermain trunk lines — 30 years <br />• Watermain lateral lines — 30 years <br />• Drainage ditch cleaning —10 years (City Jurisdiction) <br />The language referring to bituminous streets was eliminated and replaced with <br />reconstructed streets which have an anticipated life of 65 years when properly <br />maintained consistent with the PMR. <br />Appendix A — 4. BASIC ASSESSMENT DATA REQUIRED FOR <br />EACH PARCEL <br />Area (used for storm water and area -wide assessments) <br />Area used is the gross area of the parcel as it is benefited by each <br />separate improvement. <br />Unit assessments will be used for street reconstruction projects. One <br />assessment unit will equal the minimum lot size for the zoning district in <br />which the reconstruction project will take place. If a reconstruction <br />project includes multiple zoning districts, the smallest minimum lot size <br />allowed for the districts included will be used. The number of <br />assessment units for parcels greater than the minimum size will be the <br />number of minimum lots the parcel can be divided into. <br />All property within district boundaries is to be included. District <br />boundaries are determined by the City Engineer. <br />In general, all property will be assessed.
