This policy lays out the process
Recommended Changes and the basis for financing public improvements in the City. Our recommended
changes are provided in this section of our report. Each section to be changed
is shown with the recommended changes.
Springsted
Section 2 - EXISTING LAND USE (page 4)
The following public improvements may be financed by the City to serve
existing developed areas. The life cycle for improvements for
assessment purposes is:
• Trunk sanitary sewers — 30 years
• Lateral sanitary sewers — 30 years
• Storm sewers — 30 years
• Reconstructed streets — 65 years
• Sidewalks — 10 years
• Watermain trunk lines — 30 years
• Watermain lateral lines — 30 years
• Drainage ditch cleaning —10 years (City Jurisdiction)
The language referring to bituminous streets was eliminated and replaced with
reconstructed streets which have an anticipated life of 65 years when properly
maintained consistent with the PMR.
Appendix A — 4. BASIC ASSESSMENT DATA REQUIRED FOR
EACH PARCEL
Area (used for storm water and area -wide assessments)
Area used is the gross area of the parcel as it is benefited by each
separate improvement.
Unit assessments will be used for street reconstruction projects. One
assessment unit will equal the minimum lot size for the zoning district in
which the reconstruction project will take place. If a reconstruction
project includes multiple zoning districts, the smallest minimum lot size
allowed for the districts included will be used. The number of
assessment units for parcels greater than the minimum size will be the
number of minimum lots the parcel can be divided into.
All property within district boundaries is to be included. District
boundaries are determined by the City Engineer.
In general, all property will be assessed. Permanent ponding areas
platted as outlots and street right -of -way shall be exempted.
- 2 0 4 -
City of Lino Lakes - Pavement Management Plan Financing Repc
