Public Improvement Financing Plan Recommended Changes <br />Springsted <br />35 <br />We have added the language related to unit assessments for street <br />reconstruction projects to this section of the Appendix. Unit assessments for <br />street reconstruction projects make sense because it is difficult to quantify the <br />special benefit from a street reconstruction project based on the front footage of <br />a lot (ie. a lot with a front footage of 100 feet versus an adjacent lot with a front <br />footage of 115 feet). Additionally, we understand that the City has based <br />previous special assessments for street improvement projects on a unit basis for <br />the reason we have stated. Changing your policy to agree with your current <br />practice would make sense at this time. <br />Appendix A — 4. BASIC ASSESSMENT DATA REQUIRED FOR <br />EACH PARCEL <br />Adjusted Front Footage (used for all improvements except storm sewer <br />and street reconstruction) <br />Corner Lots (used for street reconstruction projects) <br />Corner lots will be assessed on a unit basis the same as interior lots. <br />When the street reconstruction on one side of the lot precedes that along <br />the other side, the lot will be assessed on a unit basis as determined by <br />this policy. Street reconstruction subsequently occurring along the other <br />lot side will be specially assessed only for the amount of units in excess <br />of one. <br />We added an exception for street reconstruction projects to Section B. <br />We added a new Section C. to provide a method for determining the <br />special assessment for corner lots to be consistent with the unit <br />assessment policy, <br />Appendix A — 6. COST ALLOCATION <br />Street Surfacing and Reconstruction <br />Benefiting properties will be assessed an amount equal to the special <br />benefit they receive from grading, base, street surfacing improvement <br />(except seal coating and overlays), and street reconstruction projects, bu <br />no less than 20% of the City's share of the costs. <br />We amended the language in this section to include special assessments <br />for street reconstruction projects and to exclude seal coating and overlay <br />which will be paid from property taxes. <br />-205- <br />City of Lino Lakes - Pavement Management Pian Financing Re <br />
