Originally the applicant was proposing to use some parking spaces be eliminated in favor of <br />trash enclosures, though staff is recommending that trash storage be seamlessly integrated into the designs of' <br />the building Recommendations from the Environmental Board as well as city staff regarding increased <br />landscaping in the parking area shared by lots 2, 3, and 4 have been implemented without reducing the parking <br />Provided on site. <br />• <br />• <br />Access /Circulation <br />Access to the site is via an entry /exit driveway directly from Apollo Drive. As indicated in the City Engineer's <br />iemoran.durn, approval for this access must be obtained from Anoka County. The applicant has submitted a <br />separate application to Anoka County; however comments have not been made available at the time of this <br />report. City staff is ready to proceed with the application, anticipating that the comments of the Highway <br />Depaent will not greatly affect the layout of the project. Staff has recommended a condition that requires <br />the applicant complies with all of the comments of Anoka County and obtain any necessary permits for work <br />within the right of way. <br />The Pla1nning and Zoning Board recommended a condition that stated the following: <br />Examine the potential for future access to the property to the southwest along Lilac street, and if <br />Possible provide for access between the two properties." <br />City staff has had ongoing conversations with the applicant on this subject. The applicant is leery of putting <br />easements across their property lines that essentially lead to no where but would then allow the neighboring <br />property to access their site. The neighboring properties mentioned in the condition are zoned Rural and are <br />guided for Industrial development. The applicant and City staff are both quite reluctant to allow an industrial <br />site access through a commercial center like Apollo Landing. In the future staff and the current applicant are <br />interested in the potential for connecting the two sites, but only if the other site was to be developed in <br />cohesive manner. This would mean a commercial use with architectural design standards that would bt <br />compatible with the rest of this master planned commercial center. <br />The photometric lighting plan submitted with the application includes the lighting for the entry drive and tY <br />hotel Property, and meets city standards. Staff is recommending a condition requiring all future development <br />include a photometric lighting plan of the entire site that depicts all development so a comprehensive revie <br />can be completed with each building. <br />Exhibits for the lighting fixtures are included in the architectural design standards for the project. <br />Si— e <br />A.s the applicant is proposing multi -tenant buildings, and the architectural design standards for the site <br />desiglied to create a cohesive design throughout the entire commercial center.
