FEASIBILITY REPORT <br />STREET, STORM SEWER, AND WATERMAIN <br />SHENANDOAH AREA <br />CITY OF LINO LAKES, MINNESOTA <br />I. INTRODUCTION- GENERAL <br />There are over 100 miles of local streets that are maintained by the City of Lino Lakes. The <br />older and more established neighborhoods experience a gradual aging and deterioration of <br />the existing infrastructure, particularly the condition of the streets. As a result of this <br />deterioration, maintenance costs grow every year. Eventually, it becomes more cost <br />effective to replace the infrastructure rather than continue to maintain it. <br />Several years ago, the City of Lino Lakes recognized the need to establish a Pavement <br />Management and Street Reconstruction Program. The recently completed Pavement <br />Management Report provides an inventory and condition assessment of the City's streets <br />and identifies specific rehabilitation practices for specific streets at the most opportune <br />time. In the Twin Cities area, the majority of suburbs have adopted and practiced such a <br />program for several years. The City of Lino Lakes has reached the stage where adoption <br />of a systematic program to maintain their existing infrastructure is vital to maintaining <br />property values. Accordingly, on May 9, 2005, the City Council accepted the Pavement <br />Management Report and Financing Report, adopted the Pavement Management Policies, <br />and established a Street Maintenance and Reconstruction Program. <br />The Pavement Management Plan targeted the Shenandoah Area for proposed <br />reconstruction in 2007. The OCI ratings for these streets ranged from 34 to 46. This <br />Project is part of the City's existing 5 -year Capitol Improvement Program. The City Council <br />authorized this Feasibility Report on March 28, 2005. <br />The decision - making process to authorize this Project consists of many steps including <br />several public meetings and a referendum in accordance with the City Charter. This <br />process and the steps are explained further within the next section of this Report. <br />1 13371.000 <br />
