WS -3 <br />WORK SESSION MEMORANDUM <br />To: Mayor Bergeson and City Council Members <br />From: Rick DeGardner, Public Services Director <br />Meeting Date: July 6, 2005 <br />Re: Civic Complex Energy Assessment <br />In 2003, The Institute of Environmental Assessment (IEA) was contacted to conduct an <br />engineering investigation of the heating, ventilation, and air conditioning (HVAC) system <br />as well as the building envelope due to substantial mold growth identified within the <br />HVAC supply ducts and in a wall of Room 5 in the ECFE building. The intent of the <br />investigation was to determine the likely cause of the mold growth within the supply duct <br />system so as to prevent or minimize future mold growth. The purpose of the building <br />envelope evaluation was to determine if construction deficiencies existed within the wall <br />system throughout the civic complex. The findings of the building envelope evaluation <br />using thermal imaging suggested that the areas of the wall system had potential <br />deficiencies. IEA recommended that further evaluation of the exterior wall systems be <br />done to verify anomalies during the thermal imaging evaluation. <br />To resolve these issues, necessary tasks were divided into four categories; Remove the <br />existing mold, improve mechanical systems, improve monitoring of the entire mechanical <br />system, and improve building envelope. <br />Remove Existing Mold - DCI, Inc. was retained to clean and sanitize the entire air <br />conveyance systems including the air handling units, ductwork, mechanical components <br />and diffusers. <br />Improve Mechanical Systems - Several upgrades were made to the mechanical system <br />including carbon monoxide sensors, return air humidity sensors, centralized electronic <br />monitoring system, and a programming control override to help dehumidify air brought <br />from the outside. <br />Improve Monitoring of the Entire Mechanical System - Staff has developed an extensive <br />maintenance program for all mechanical systems within the civic complex including <br />regular maintenance inspections and a replacement schedule for all components including <br />belts, filters, etc. <br />7/1/2005 <br />J:\Ricks Folder\Public Works \Govemment Bldgs \Council work session 7 -6 -05 insulation request.doc <br />
