• <br />Improve Building Envelope - Back in 2003 while we were addressing the mold issue in <br />the ECFE, the Judd Allen Group conducted an evaluation of the building envelope to help <br />assure that moisture problems would not recur in possibly vulnerable areas in the future. <br />A thermal imaging scan and field inspection were performed. Several recommendations <br />were provided as the suggested course of action. Subsequent meetings with Leonard <br />Parker Associates and Adolphson & Peterson resulted in most of the recommendations <br />being implemented. The Judd Allen Group indicated the problems observed in the <br />construction to be fairly minor, and agreed that the corrective repairs performed by <br />Leonard Parker and A & P would eliminate the presence of unwanted condensation. <br />Earlier this year, The Center for Energy and Environment (CEE) performed an inspection <br />of the integrity of the building envelope using infrared thermography and airflow tracer <br />smoke. Significant air leakage and heat loss were confirmed at the roof -wall joints and <br />penetrations in the wall around the buildings. Several corrective measures were <br />recommended to improve the exterior shell of the civic complex. This report was <br />distributed to the City Council at the June 15, 2005 work session. City staff has <br />performed the air - sealing of accessible areas at the perimeter of the wall joints and <br />window sills. The remaining work to be completed needs to be done by qualified air <br />barrier contractors. Weather - protecting the building exterior will not only result in energy <br />cost savings, but will also eliminate the potential for moisture incursion to occur. <br />Staff is asking the City Council to authorize staff to proceed with soliciting quotes for the <br />necessary improvements.
