AGENDA ITEM 5B <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />COUNCIL MEETING DATE: July 25, 2005 <br />TOPIC: Resolution No. 05 -103, Authorizing <br />Expenditures For Civic Complex Energy <br />Improvements <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />Earlier this year, an inspection of the civic complex's building envelope was <br />conducted using infrared thermography and airflow tracer smoke. Significant air <br />leakage and heat loss were confirmed at the roof -wall joints and penetrations in <br />the exterior walls around the buildings. Several corrective measures were <br />recommended to improve the exterior shell of the civic complex. City staff has <br />performed the air - sealing of accessible areas at the perimeter of the wall joints <br />and window sills. The remaining work needs to be completed by qualified air <br />barrier contractors. This includes application of polyurethane foam at the roof - <br />wall joints and gable ends within the City Hall, Police Department and ECFE <br />buildings. <br />Staff has secured the following quotes: <br />Industrial Coatings Co., Inc. <br />Energy Savers Insulation <br />$15,685.00 <br />$28,760.00 <br />The Center For Energy and Environment (CEE) has reviewed the quotes and is <br />recommending that we enter into an agreement with Industrial Coatings Co., Inc. <br />for the work specified. We anticipate retaining CEE to inspect the work following <br />completion to ensure that all sealing work was properly installed and within <br />specific parameters as indicated in CEE's report dated February 28, 2005. <br />OPTIONS: <br />1. Adopt Resolution No. 05 -103, Authorizing Expenditure of Funds For Civic <br />Complex Energy Improvements. <br />2. Do not adopt Resolution No. 05 -103. <br />3. Return to staff for further review. <br />RECOMMENDATION: <br />Option No. 1 <br />
